Internationalization
of education is not a new phenomenon. Cross Border Higher Education through
migration of learners and teachers was one form which is happening even today.
But after India signed the GATS in 1996, it
is no more restricted to movement of individuals but expanded to
institutionalization of higher education. It has transformed the ethos of
education form social responsibility to tradable commodity. Such a change
created confusion as to whether it is an opportunity or threat?
UNESCO
(2005) took cognisance and jointly developed ‘Guidelines for Quality Provisions
in Cross Border Higher Education’. Knight (2003) defined internationalization
of education as ‘the process of integrating an international, intercultural and
global dimension into the purpose, functions (teaching, extension service,
research) and delivery of higher education. She has proposed several ways through
which internationalization of education can be achieved. These include academic mobility for
students and teachers, international linkages through MOUs, partnerships and projects,
new academic programs and research initiatives (Knight, 2006).
Internationalization of higher education is considered as the response to the process
of liberalization, privatization and globalization.
Content
of Education
A. Curriculum Up-gradation- the modern advances in information technology have
revolutionized among others, the content of knowledge and the process of
educational transaction
B. Productivity Orientation- the basic objective of globalization is to enhance
productivity and to make the educational system an instrument in preparing
students who can complete in the world markets as productive members of the
society.

C. Internationalization of education
A. This has become a worldwide phenomenon because of the
entry World Trade Organization (WTO) and the inclusion of educational services
under the General Agreement on Trade and Services (GATS) which has given a
boost to the internationalization of higher education.

a part of global configuration, the requirement of funds for social services
including education win increase manifold.
D. Privatization of secondary and higher education
E. As a corollary to the suggestions about reducing
public investment in secondary and higher education, a plea has been made to
hand over these sectors to private bodie

FOREIGN
STUDENTS IN INDIA :
H. The
spirit of globalization should be reciprocal. A study by the Association of
Indian Universities that covered 277 major Indian universities says
that the number of foreign students in India shrunk from 12765 in
1992-93 to 7745 in 2003-04.

(806) is highest followed by Nepal (681), Iran (472) and Kenya (442).
